Tutor Perini subsidiary wins $45.2m Guam bridge reconstruction project

Tutor Perini subsidiary Black Construction Corporation has been awarded a $45.2 million contract to reconstruct two structures on one of Guam’s principal transport routes, with construction expected to continue until early 2029.

The contract, awarded by the Guam Department of Public Works, covers the reconstruction of Laguas Bridge and Asan Culvert along Route 1, also known as Marine Corps Drive.

The project is intended to provide the two structures with continued long-term functionality and improve their safety for both local communities and military operations on the island.

Construction is expected to begin within the next few weeks, with substantial completion scheduled for early 2029.

Route 1 infrastructure to be reconstructed

Black Construction will reconstruct Laguas Bridge, designated Bridge No. 35, and Asan Culvert, designated Bridge No. 27.

Both are located along Marine Corps Drive, making their delivery relevant to the continued operation of infrastructure serving civilian and military users in Guam.

The project adds to Black Construction’s portfolio of infrastructure work on the island. The company operates as a subsidiary of Tutor Perini, delivering construction projects in Guam and across the wider Pacific region.

Tutor Perini said the $45.2 million contract value is expected to be added to its backlog during the third quarter of 2026.

Completion targeted for 2029

The programme will move rapidly into construction following the award, with work expected to commence within weeks.

Substantial completion is anticipated in early 2029, creating a delivery period of more than two years for the reconstruction of the two structures.

Parent company Tutor Perini provides civil, building and specialist construction services and works across delivery models including design-bid-build, design-build, construction management and public-private partnerships.

The Guam award follows a series of infrastructure contracts secured by Tutor Perini and its subsidiaries, with the latest project adding $45.2 million to the group’s future construction workload.
