Pacifico Energy declares $1bn investment in South Korea offshore wind projects

Pacifico Energy has submitted an investment declaration worth more than $1 billion for two offshore wind projects in South Korea with a combined planned capacity of 2.79 GW, as it progresses a wider 3.2 GW development programme off the coast of Jindo County.

The investment covers the 990 MW Manho Offshore Wind Project and 1.8 GW Jindo Baram Offshore Wind Project and was submitted to South Korea’s Ministry of Trade, Industry and Resources at an investment ceremony in Washington, D.C.

Pacifico Energy said the full amount declared will be allocated to the two projects, which form the second and third phases of its Jindo Offshore Wind Project Cluster.

The declaration follows a previous commitment made in 2024 covering the 420 MW Myeong Ryang Offshore Wind Project and development of a regional supply chain.

Three projects form 3.2 GW development programme

Pacifico Energy Korea is developing three projects off Jindo County as part of the 3.2 GW cluster: Myeong Ryang, Manho and Jindo Baram.

Myeong Ryang represents the first phase and has secured its Electricity Business License and completed a preliminary Environmental Impact Assessment.

Manho and Jindo Baram represent the second and third phases respectively. The two developments were selected in August as the sole project developers for the government-designated 2.13 GW Jindo Phase 2 Offshore Wind Integrated Cluster.

The projects form part of Pacifico Energy’s plans to establish a large-scale offshore wind portfolio capable of supplying electricity to South Korea’s expanding advanced manufacturing and technology sectors.

The company is positioning the developments to support growing electricity requirements in the Jeonnam-Gwangju region, where semiconductor and other advanced industrial developments are expected to increase demand for large volumes of power.

Seung-Ho Choe, Global Head of Offshore Wind and Representative Director of Pacifico Energy Korea, said: “Pacifico Energy Korea’s offshore wind portfolio will supply clean energy to bolster Korea’s export competitiveness, while also building key infrastructure to support the semiconductor cluster and RE100-ready industrial complexes in Jeonnam-Gwangju.”

Offshore wind linked to industrial power demand

The scale of the Jindo programme reflects the increasing connection between major energy infrastructure development and electricity-intensive industries including semiconductors, artificial intelligence data centres and cloud computing.

Pacifico Energy said offshore wind could provide part of the large-scale clean energy supply required as these industries expand in South Korea.

For the developer, the latest declaration also extends its investment programme beyond the first 420 MW phase into substantially larger second and third phases.

Delivery of the overall cluster will require the progression of multiple large offshore developments through licensing, environmental assessment and subsequent development stages, alongside the supporting supply chain and infrastructure required for deployment.

Pacifico Energy expands large-scale energy portfolio

The Korean programme sits alongside Pacifico Energy’s energy infrastructure development activities in the United States and wider Asia-Pacific region.

In the US, the company developed and permitted GW Ranch, a planned 7.65 GW data centre campus designed around a standalone power platform.

The project, which has since been acquired by Amazon, combines natural gas generation, solar power and battery storage in an off-grid configuration intended to support hyperscale data centre and AI workloads without adding demand to the existing electricity grid.

Construction is under way at the site, with first power targeted for the first quarter of 2027.

Pacifico Energy’s latest South Korean commitment will now concentrate more than $1 billion of declared investment on progressing the Manho and Jindo Baram developments as the company advances the wider 3.2 GW Jindo offshore wind programme.
