Amentum joins five-year Babcock engineering framework supporting critical UK defence programmes

Amentum has secured a place on Babcock International Group’s five-year Engineering Services Framework, extending a long-standing relationship that will support engineering delivery across some of the UK’s most complex defence, nuclear and infrastructure programmes.

The framework covers nuclear, marine, land, aviation and mission systems for the UK Armed Forces, both domestically and overseas. It is designed to give Babcock faster and more consistent access to specialist engineering capability across multiple projects, while strengthening longer-term relationships with strategic suppliers.

For project and programme professionals, the significance of the agreement extends beyond the individual contract award. It reflects a broader move within complex defence delivery towards longer-term supplier frameworks that can reduce procurement friction, retain specialist knowledge and provide greater continuity across programmes where engineering capability is scarce and delivery horizons stretch across decades.

Building a more integrated engineering supply chain

Babcock’s framework forms part of a wider strategy to establish closer relationships with key suppliers rather than repeatedly procuring specialist capabilities on a project-by-project basis.

Under the model, approved suppliers can be brought into multiple projects more quickly, potentially reducing procurement lead times and creating greater consistency in the way specialist engineering services are commissioned and delivered.

That approach is particularly relevant within defence and nuclear programmes, where individual projects frequently depend on highly specialised technical disciplines and where security, safety assurance and regulatory requirements can make mobilisation significantly more complex than in conventional infrastructure.

Amentum brings an established position within that environment.

The company has provided infrastructure support at Devonport Royal Dockyard, HM Naval Base Clyde and Rosyth Royal Dockyard for decades. Its appointment to the new framework creates a route for that capability to be deployed across existing and future defence and submarine programmes, as well as projects spanning nuclear, marine, land and aviation infrastructure.

Jones said the company expects to deploy experience gained from modernising UK naval bases, dockyards and defence systems, including technical validation of docks, berths and shiplifts used to maintain Astute and Dreadnought-class submarines and the wider Royal Navy fleet.

Wide-ranging project delivery capability

The breadth of services covered by the framework illustrates the increasingly multidisciplinary nature of major defence programmes.

Amentum’s capabilities include requirements management, architectural design, building services and multidisciplinary engineering covering marine, civil and structural, electrical, control and instrumentation, and mechanical disciplines.

Specialist services also include safety case development, human factors, 3D Building Information Modelling, geotechnical studies, seismic and blast assessments and independent technical assessment.

These disciplines sit alongside Amentum’s wider research, technology, safety and security work supporting the Royal Navy’s nuclear propulsion systems.

From a project management perspective, integrating these disciplines is itself a substantial delivery challenge. Nuclear and defence infrastructure programmes must coordinate physical construction with complex systems engineering, assurance, regulatory requirements, operational constraints and highly specialised technical interfaces.

Framework arrangements can help address that challenge by allowing delivery organisations to retain access to teams already familiar with the assets, technical standards and programme environment.

Continuity matters in long-term defence programmes

The appointment also highlights the importance of institutional knowledge within programmes such as the UK’s submarine enterprise.

Assets including naval bases and dockyards must continue operating while extensive modernisation programmes are delivered around them. Infrastructure must also accommodate evolving generations of defence platforms with different technical, safety and operational requirements.

That makes continuity across projects particularly valuable.

Instead of rebuilding teams and supplier relationships for every individual work package, longer-term frameworks can create an environment in which knowledge moves between projects and lessons learned on one programme can be applied elsewhere.

For programme leaders, this can improve mobilisation, interface management and risk identification. It can also create greater visibility of future demand, allowing suppliers to plan specialist resources against a pipeline rather than individual contracts.

This is increasingly important where skills are constrained.

Nuclear engineering, safety case development, systems engineering and specialist infrastructure design require capabilities that cannot be rapidly created when a project reaches a critical delivery phase. Securing access to those resources earlier can therefore become an important element of programme risk management.

Amentum strengthens its position in UK major projects

The Babcock appointment adds to Amentum’s already substantial involvement in UK nuclear and defence delivery.

The company employs more than 6,000 people in the UK and acts as the delivery partner for project and construction management services at Hinkley Point C. It is also the sole programme and project management delivery partner at Sizewell C.

Amentum supports the UK’s existing nuclear power stations through a Lifetime Enterprise Agreement with EDF and provides engineering design, safety case and project management services at Sellafield and other nuclear decommissioning sites.

Its UK operations also include a private-sector nuclear laboratory and engineering test facility complex in Warrington.

Within defence, Amentum provides safety advice and technology services supporting the Royal Navy’s nuclear submarine fleet, as well as programme management and engineering support for AWE. Its teams also support procurement and operational delivery across the Ministry of Defence.

Globally, the company employs approximately 50,000 people across more than 70 countries.

Analysis: frameworks becoming a delivery capability in their own right

For major programme leaders, the Babcock framework illustrates how procurement strategy can directly influence delivery performance.

Traditional procurement models can create repeated cycles of competition, mobilisation and knowledge transfer. Those mechanisms have an important role in maintaining competitive tension, but they can also introduce delay and fragmentation when programmes require specialist expertise repeatedly over many years.

A well-managed framework offers a different proposition. Rather than treating engineering capacity as something purchased separately for each project, it establishes a delivery ecosystem from which programmes can draw capability when required.

The potential advantages are significant: faster mobilisation, better continuity, improved collaboration and stronger retention of programme knowledge.

However, frameworks do not automatically produce those benefits. Their effectiveness depends on governance, performance management, clear allocation of responsibilities and the ability to create genuine collaboration rather than simply a preferred supplier list.

There is also a wider portfolio management dimension. With defence investment spanning submarines, naval infrastructure, nuclear capability, aviation, land systems and mission technology, organisations increasingly need to manage scarce engineering expertise across portfolios rather than individual projects.

Babcock’s five-year arrangement points towards that model.

For Amentum, the appointment provides another route into a substantial pipeline of UK defence work. For Babcock, it provides access to an organisation already embedded across nuclear, defence and complex infrastructure delivery.

For the project profession, the more interesting development is the structure behind the agreement. As major programmes become larger, longer and more technically interconnected, the ability to establish stable engineering partnerships may become as important to successful delivery as the management of individual contracts themselves.
