Tutor Perini secures $69.5m contract to modernise critical water infrastructure at Death Valley National Park

Tutor Perini Corporation has secured a $69.5 million contract from the U.S. National Park Service to rehabilitate and modernise water and wastewater infrastructure at California’s Death Valley National Park, strengthening the resilience of essential public utilities serving one of America’s busiest national parks.

The contract, awarded to Tutor Perini subsidiary Perini Management Services, Inc. (PMSI), will deliver a comprehensive upgrade of ageing water supply and wastewater treatment systems across the Furnace Creek and Cow Creek areas, which together form the park’s primary developed communities.

Construction is expected to begin in autumn 2026, with substantial completion scheduled for early 2029.

Replacing ageing critical infrastructure

The project addresses long-standing deferred maintenance across infrastructure supporting approximately 1.7 million annual visitors, around 1,100 residents, and the Timbisha Shoshone Tribe.

The programme includes significant upgrades to both water distribution and wastewater treatment systems.

Wastewater improvements include:

  • Replacement of sewer gravity mains
  • New force mains
  • Service laterals
  • Pump station upgrades

Water infrastructure works will include:

  • Installation of a new water distribution network
  • Replacement of water mains and laterals
  • New pumping systems
  • Development of new potable water wells
  • Reconstruction of the reverse osmosis treatment facility
  • Upgrades to chlorination systems and control infrastructure

The project will also improve lagoon capacity through repair and expansion works to increase system resilience.

Building resilience in an extreme environment

While the contract focuses on utility infrastructure rather than high-profile visitor facilities, it represents a critical asset renewal programme in one of the world’s harshest operating environments.

Death Valley experiences some of the highest recorded temperatures on Earth, placing significant demands on water supply systems and increasing the importance of reliable, resilient infrastructure capable of supporting both residents and tourism.

Once completed, the upgraded systems are expected to improve public health, environmental protection and long-term operational reliability while increasing overall treatment and distribution capacity.

Long-term public infrastructure investment

The project will be added to Tutor Perini’s backlog during the third quarter of 2026, further strengthening the company’s portfolio of federal infrastructure work.

Perini Management Services has extensive experience delivering complex government and public-sector infrastructure projects, particularly where construction must be undertaken within operational facilities and environmentally sensitive locations.

Analysis

Although modest in value compared with many major infrastructure programmes, the Death Valley project highlights an increasingly important trend in public-sector project delivery: investing in the resilience and renewal of ageing utility assets rather than simply expanding infrastructure.

Across North America and elsewhere, deferred maintenance has become a growing project management challenge as governments seek to balance new capital investment with the need to modernise essential services that underpin communities and economic activity.

Projects such as this also demonstrate the complexity of infrastructure delivery in operational environments. Maintaining uninterrupted water and wastewater services while replacing critical systems requires careful phasing, stakeholder coordination and rigorous risk management, particularly where work must accommodate residents, visitors and environmentally sensitive areas.

For project professionals, success will be measured not only by delivering on time and within budget, but by ensuring essential services remain operational throughout construction while creating infrastructure capable of serving the park reliably for decades to come.
