Tutor Perini subsidiary Perini Management Services has secured a $315 million contract to construct a new fuel pier at US Coast Guard Base Kodiak in Alaska, using an accelerated design-build delivery model.
The project, awarded by the US Coast Guard, will expand the base’s waterfront infrastructure to accommodate up to two major cutter berths, supporting the operational requirements of larger Coast Guard vessels.
The contract has been awarded using an accelerated design-build-to-budget approach, with design activities beginning in late September 2026 and substantial completion scheduled for September 2030.
Tutor Perini said the approximately $315 million contract value will be included in its third-quarter 2026 backlog.
New pier to expand cutter berthing capacity
The project centres on constructing a new fuel pier capable of supporting major cutter operations at the Kodiak facility.
The offshore construction programme will also include waterfront improvements and supporting infrastructure needed to accommodate the expanded berthing capacity.
Additional work covers unexploded ordnance removal, construction of a new fuelling utility building, installation of utilities and cutter shore connections, and other site amenities.
The scope combines marine construction with utility infrastructure and site preparation, requiring coordination across several construction disciplines.
Unexploded ordnance removal will form part of the project scope, addressing potential hazards associated with the development area.
Accelerated design-build delivery model
The US Coast Guard has selected an accelerated design-build-to-budget delivery method for the project.
The approach brings design and construction responsibilities together within a single contracting arrangement, with delivery organised around an established project budget.
For the Kodiak development, Perini Management Services will be responsible for delivering the waterfront infrastructure and associated facilities under this contractual framework.
Design work commenced in late September, establishing the initial phase of a programme expected to continue for approximately four years.
Substantial completion is anticipated in September 2030.
Contract adds $315m to Tutor Perini backlog
The award adds another major federal infrastructure project to Tutor Perini’s construction portfolio.
Perini Management Services operates as a subsidiary of Tutor Perini Corporation, delivering construction projects for government and institutional clients.
The Kodiak contract represents an investment in the operational infrastructure supporting US Coast Guard vessels, combining additional berthing capacity with fuelling facilities and waterfront upgrades.
With design activities already underway, the project will progress towards construction under the accelerated design-build arrangement, with delivery targeted for September 2030.
